    Untested outside of IE:

    CSS:
    <style>
    p#vert {margin:25px; padding:5px; width:10px; font-weight:bold; border:1px solid black;}
    #vert span {display:block;}
    </style>
    HTML:
    <p id="vert">
    <span>V</span>
    <span>E</span>
    <span>R</span>
    <span>T</span>
    <span>I</span>
    <span>C</span>
    <span>A</span>
    <span>L</span>
    </p>

    works in Firefox.

    -And, for a more 'centered' line-of-text, to p#vert, add this:

    text-align:center;

    To 'rotate the text 90', you will probably need javascript...

    If you want to rotate the whole thing 90-degrees, including the letters, the only way to do it would be to use an image. (I think CSS-3 may have provisions for text rotation, but who knows when that may actually be implemented and supported by most browsers.)
