According to the book "The Principles of Beautiful Web Design' the nine browser safe fonts that everyone will have are:

Arial
Arial Black
Comic Sans MS
Courier New
Feorgia
Impact
Times New Roman
Trebuchet MS
Verdana

I have had a list of fonts included with various operating systems/browsers at the bottom of http://www.felgall.com/htmlt8.htm for many years.
