Forcing Browser to Refresh

I am constantly updating documents in my /DOC/ folder on my web server. I am noticing that old version of pdfs will show unless the user refreshes there browser while viewing this document.

my question is what is the best practice to make sure a user is viewing the most recent document?

I have been appending the file name with a number and that works fine but i have to change the <a href> link as well. this is getting tedious.

I am open to any ideas.

You could start by putting the cache control meta tags on the page with the pdf links. If that doesn't help then look into setting up the web server to send cache control headers with everything served from that folder.
