A good Third Party Resource i've found is www.beginners.co.uk. They've recently starting charging for their tutorials, but they still have some good free content for those trying to get a basic idea. Photoshop is listed as one of their categories, among other things.

I've done quite a few tutorials at lvsonline.com, they charge $20 for a 6 week course, and they are excellent.

A good place to check would the the Team Photoshop forum. Cripes, they have lots of members who know everything about PS. Need to spend some more time over there myself.
