Non-scrolling background?

One of my clients saw a web page that had a fixed background on a scrolling page. The effect was that a hidden image would appear at the bottom of the page once the overlayed images moved up. He wants to employ this concept, but I have yet to find the script or style sheet that accommodates this design. Any ideas??
