Safari error console not loading

Hi Guys

I am trying to use the error console in safari but every time I try to run it nothing happens. Does anyone know why this is happening ? I have restarted and everything but the dam thing just wont load.

I am using windows xp 64 and safari version 3.1.2 (525.21).

It does not function when I click on it.
