I don't understand why the browser isn't locating it because the code points to the right place. It also won't preview in browser in dreamweaver offline,

I see your Flash banner playing off to the right, top of screen, right half, so path to the .swf is fine.
That code for the entire page is..... well.... not pretty. Not sure how you created that page but there are more than a few coding errors. How about you start out with validating the page and then worry about the small part (the banner). That banner was created for version 9 Flash player. Is that what you are using?

Until you clean it up a little it may be hard to line your banner up like you would like.
