intergrating a menu that scrolls with the page.

I'm thinking about creating a page with a menu that scrolls with the rest of the page, fairly simple design. The closest I can find is www.castlegolf.com . The menu needs to be updateable in one fell swoop, so obviously an identical html frame sitting on all 50 pages is out of the question.

I'd like to avoid using databases and server side scripting if possible, but I do have an (untouched) copy of MS Access sitting in my programs menu. Can anyone point me in a good direction, or furnish me with some information you think I should know.
