Dreamweaver CS3 - file upload?

I'm trying to create a webpage where the user can upload files. The Insert>Form>File Field feature in Dreamweaver does not work with my GoDaddy account.

Does anyone know how to do this? I am not a web developer and know nothing about writing code.
