Is there a CMS, preferable PHP/MySQL based, that will allow users to create there own webpage? Similar to homestead.com or even close to homestead.com would be nice.

Example:

1) User goes to www.mysite.com

2) Creates an account, which also creates a new directory, www.mysite.com/usersite or usersite.mysite.com
