Web Development Software for a Rate/Review Site?

I'm looking for either a software package or web development software for creating a website for the rating & review of products.

I'd like to keep it simple and allow members to search the database for existing reviews or create a new review.

Is there a technical term for the type of site I'm trying to develop? If I put in the words 'review' or 'rate' software in search engines, it of course pulls up sites that actually review and rate software packages. I've tried searching for i-rate and other terms with no luck.
