html vs php for setting up business directory site

Please help me out with some knowledge guys. I am putting together a business directory site, and I am using XHTML/CSS to do this. For example: category.html >> restaurants.html >> chinese.html >> mandarin.html, and then they all backlink as well (easier for users and SEO I think). I could have went the route of setting up a database and putting it together that way (which would probably have been a lot faster), but I heard that using straight HTML is better for SEO. Am I gaining an advantage by going the HTML route? It is more time consuming however.

SEO doesn't care about dynamic or static content, it gets outputted the same. The only difference is what technique you use to do it.
