cake install on iis issues :(

Apologies for the screenshot, the site isn't actually live.
I hate IIS, so I don't know much about it (funny how that works). I am needing to set the /app/tmp directory to writable...but I don't know how.
I'm running XP SP3 + IIS 5.1 + PHP 5.x + MySQL 5.x.
Any help would be greatly appreciated.

I had Simple File Sharing enabled.
Now I have THIS problem:

Turn off strict warnings, cake is written to be compatible with PHP4 so there will be loads of depreciation warnings.
I usually just use E_ALL which suffices for working with cake.

If I see this when I first install, that just means I'm running PHP5?
I know I've set this up on 5 before, but it was on Apache. I'm running this on IIS.
I haven't gotten around to doing anything with the htaccess mod_rewrite stuff. Could that be the cause of it?

Like I said, you have error_reporting set to E_STRICT in your php.ini
