I use something called PSPad but any text editor will do. Stay far away from any WYSIWYG.

If you only have one week, then learning HTML and making a full news website will be hard. I assume you have a personal life on the side that you would wish you maintain. You say you know something about HTML, but I'm gonna presume that you don't know enough, nor will be able to learn enough in just a week, to finish your father's website.

I suggest that you use some kind of program that can generate websites for you (if you are allowed), like Frontpage or Dream Weaver, or perhaps Google Page Creator. And after you have finished this news site, put yourself into leaning HTML code with a much larger time schedule, perhaps a few months.

Actually, HTML is really, really easy to learn. It will take you about as long to learn as it will to learn to use one of those programs that do it for you. The problem is that most all the information out there about HTML is wrong. Read http://www.w3.org/TR/REC-html32 for some background and then read, mark, learn and inwardly digest http://www.w3.org/TR/html4/ and http://www.w3.org/TR/CSS2/ .
