Getting browsers scrollbrar to scroll only the content

I have this horizontal menu on the top of the page, and I want it to stay there, so the user doesn't have to come up on the page each time he wants to use it. So I've put it into a div with fixed position. But when I scroll the content down, it will show behind the menu. I can cover the div with images and hide the content behind, but that's not what I really want.

So here what's I need help to do: I want the browser's scroll bar to scroll the content in the content div, but not to scroll the page per se. Is this doable? Can I do it with pure CSS? If you know a Javascript way it's ok too.
