    Does href="#" negatively affect seo?

    I've got a client who won't get his act together and send me content for all his pages. Some of the pages are done, but I'm still waiting for info to finish the rest. So in the meantime, I've set the links to those pages as <a href="#">. Do all these non-links have a negative effect on SEO?
