Best free way to resize images for good quality

Hi, I am looking for a good image resizer which I can get for free. I do not have Adobe Photoshop, for example. I have tried things like Picasa and Resizr.com, but I have noticed that the quality is reduced substantially. Is this the best I am going to get, or am I missing something?
