How about utf-8? Are you entering content in utf-8? That may be the problem. Invalid byte sequences. Change to utf-8.

I changed but not working...u know when i am minimising the browser it shows the arabic content in the toolbar but when i am opening it shows small boxes as page title...strange
It depends upon what "HTTP headers" your Server is sending too. Remember the information within the TITLE isn't displayed within the page itself. What is the PHP set to send?
Furthermore you have to make sure you have the correct fonts and language packs installed. Arabic (ISO 8859-6) is a right to left language and sometimes the fonts aren't always fully/correctly UTF supported, etc.
