    Question Can be defined bottom border with image?

    Can be defined bottom border with image like <h1></h1> and under this border as image not line solid...

    You can't apply and actual border image, but you could give it a background image.

    Like this:

    Code:
    h1 {
       background: url('images/border.jpg') repeat-x;
       display: block;
    }

    Question

    See enclosed sample divider as sample.
    It can not be used repeat-x as it is image not SOLID colour and it moves above H1

    How to deal with this?

    Then just get rid of repeat-x and position the image however you want.

    h1 {
    background: url('images/h1_bg.jpg') 0 top;
    display: block;
    height: 20px;
    padding-top: 5px;
    }

    This will give you an h1 that is 25px tall with the background image positioned in the top left. Modify to suit your needs.
