Where can I find a free image manager?

I would like a system that allows me to upload images using an online form. I would like this to display and store the images so that I may apply them to pages using my WYSIWYG editor. Are there any such systems?

I sort of built my own half-way, but it would save me a lot of time if I could get one that's already pre-built.
