general javascript/jquery question

So i have this scenario.

if a website(http://doodle.com) references an external javascript file such as "http://example.com/jav.js", but this javascript file could only work with jquery reference before it. Would the jav.js file still work if the jquery reference wasn't on http://doodle.com, but on example.com(it was referenced on example.com)?

You must include the jquery file in your http://doodle.com site.
