Why won't my <div> tag work? And any comments?....

I am trying to get an on screen button keyboard to stay at 10 pixels from the bottom of the screen and full width. why won't my <div> work!?!?!?!?

The bottom of the div does remain 10px from the bottom of the window.

You have just confirmed, then, what I was dreading. My computer is officially too obsolete to do things properly. not even the $1500 worth of software is any help anymore. I need a new computer. I thought something was odd about no websites working right... I really wish I would have figured that out sooner. Windows ME just don't cut it anymore. Thanks anyway. I checked it at a different computer and it does...
