Count and rows code

What is the explanation or meaning of this code:

$totalarr = count($opname) - 1; 

and

$totalrows = mysql_num_rows($result);
        $trows = $totalrows - 1;

Not sure what the question is here. count() and mysql_num_rows() are two different functions operating on two different types of input parameters: an array for the former and a query result resource for the latter.
