Scroll on html pages

hello every one i have facing a problem, i want to show scroll in all my HTML pages but on some pages where the content of my website is less on that page the scroll is invisible. any body have solution. and my website is published in div bas.

Why do you want to show the scrollbar when it's not needed?

but client want to show scroll on each page , however his content is a half on page and there are no banner and also logo is a small but he want to see the scroll on each page,

What is the client trying to achieve with the scroll? Make it seem like there's more content than there is? If visitors try to scroll but when they do, there's no text or any kind of content, that will only serve to frustrate them.
