    How exactly do ISPs control download speed?

    From what I understand, if I go to Google, my computer sends signals to Google, telling it to send data back. If my internet speed is 10kb/s (which is obviously isn't) and Google is 100kb, how does Google know to transfer 10kb/s? I'm pretty sure my lines are physically capable of transferring much more than my ISP is allowing me.

    Hi,

    Can't tell you exactly how but it's software that is used; Bandwidth Management Solutions i.e PRX Trafic Manager or Netflow Analyzer.
