is it possible for me to find a program that acts as a server so instead of having to sign up and pay for internet space, I can just have my own lot? If this is could you please tell me what the name of some programs are and where I can find them. If you don't know what I am talking about then please say so because I really want to know about this.

You could use Apache, though it's going to take some knowledge to set it up. Also, make sure your internet connection can handle the extra load.
