    According to this, every browser except IE7 and earlier support it properly. IE7 supports it for the most part but has issues when applied to input elements. Don't worry about IE6.

    If I have width minimum for 17'' monitor and center middle part how much should be middle part:
    Is this correct for notebooks, wider resolution screens?

    max-width: 1500px; and
    min-width: 996px;

    That should be fine. Very few screens have fewer than 1000 pixels of horizontal space.
