Transparent Pop Up Over Image

I am trying to create what I think is javascript based to create a transparent pop up to cover an image when scrolled over. I have provided a before/after example at the below link.

I would ultimately like to scroll over the darker transparent part in the right image (where it says BD's, 2 can dine, etc.) and have the transparent part move up and fill the whole box and look like the image on the left.

Any resources, help, guidance is greatly appreciated.

There are a wide variety of tooltip scripts that will do this for you if I understand your synopsis correctly.

You can adjust the level of opacity, the position and size and use HTML in them.

Do a search for dynamic tooltips... or Ajax tooltips.
