Custom Code Project- I think it's ASP.NET

First step - there will be about 100-150 emblems to choose from. Second step - color changes. Third step - Text.. Final - Add design to cart.

I need to know how difficult this would be. What type of coding it would take? Is this ASP.net and how much time/pricing.
