Where can I find a free Web-Based WYSIWYG Designer?

I would like to install an app on my site which allows people to design their own posters and save them. I see this kind of technology on many sites. Is there a free application out there that I can install on my site? If so, where? If it's not free, who sells them?

I am looking for a designer for graphics and images, not websites.
