RowSpan problem in IE

I'm trying to span a left side cell over two right side rows. It works in Chrome but not in IE.

I believe my problem is with rowspan in IE; IE8 seems to be ignoring my rowspan. I'm not sure why, I'm sure it's something simple I'm overlooking.

Try set border=1 and you understand your mistake. If you can't... you forget some tegs like </td> . Count your rows and columns. Chrom help you but not IE
