YOu have to first understand the whole concept and role and purpose of each language which you are going to learn
The order must be - HTML and CSS (which help you to build the structure and style of your template design )
Jave Script, Jquery and mySql (which help you to function of you website (such as photo gallery, data input, show popups and results and enquiry form etc)and database management )
Then go to PHP..( which help you to manage outside data base like(enquiry form input data, dynamic features).
Well, you can go for the traditional way of learning html, php and other website languages but at present, there is an easier way. There are now a lot of website builders on the internet that are both powerful and easy to use. My personal favorite is ImCreator.com. It's really easy to use and has a lot of features to go with it. I recommend you give that a try.
I learned how develop website with dreamweaver by watching Lynda.com tutorials.
Every designer/developer uses different tools but I like dreamweaver personally.
I think you should start with HTML. For learning HTML i think video tutorials are the best way. You can search in youtube. You will get high quality videos in youtube. I think video tutorials are really helpful.

Best place to start is development and planning, without getting those ideas down on paper, it is no use writing anything otherwise you will find that your developments end up like allot of things web development wise, sprawling and hard to maintain.
Learning how you plan, what your content will be, who you are targeting, planning the structure and most of all how to ensure that you don't replicate code, keeping all common elements in one module that can be included will cut down on code that is needed in addition to that which is common to all pages.
Spend time reading up about the different technologies, understand how they all fit together and how best to use them and also understand the alternatives as well and most importantly, learn about web security and how to tackle the issue of hacking and where your weak spots are in your developments will be.
