website javascript not working on IE9

Internet explorer 9
(9.0.8080.16413)

on Chrome and Firefox and Safari and Opera and Avant it works perfect
but on IE it doesn't let the user move to an other page

It's a problem with the version of mootools you're using. You could try with the latest version.
Or change

a="<"+a+">";}return document.id(this.createElement(a)).set(b);
to
}return document.id(this.createElement(a)).set(b);
