Javascript Popup/Screensaver

Hello people,
i have a question for you.

i have this code,

function popup(){

popupwindow = window.open("somewhere.html","","toolbar=no,location=no,scrollbars=no,resizable=no,width=400,height= 200,left=500,top=200")

}

and he works fine but it's not what I pretend. I need the popup to auto open after a certain inactivity time and when we close it the page refresh and it start again.

I could use some help, thanks
