loose scope means that variable can change basic types without recompilation. if you've used VB before, think of everything in JS as a variant.
lexical scope is where english-letter names stand in vor raw values, also know as the conept of variables. thes names mean certain things in certain places, and when two variables share the same name, scoping rules (inside-out) are used to determine what value that name represents.
since i'd never heard of it, i was actually hoping you could elaborate on what storage binding is, and perhaps shed some light on how it might be useful for develeopers.
