So I want to make a website with my home videos. Each video is an mp4 and each is between 400 Mb to 1.2 Gb. My question is; how do I make a site in which I can upload these videos to the site and play them online on my iPhone?

Your current mp4s are FAR too large to expect viewers to download via Internet. Keep file size below about 4MB per minute of video and split large files into no more than about 50-70MB sections.
Use QuicktimePro to compress your current mp4s into iPhone compatable (smaller) video files: http://www.apple.com/quicktime/extending/
Use "File", "Export for Web" to transcode your mp4s.
Play them back on your Web page using JWPlayer: http://www.longtailvideo.com/players

Not true. The Web browser in an iPhone will progressive download video files just like any other browser... no "streamed data" needed.

also not needed... just use a compatable media player and compatable type video file as described above.
To create video webpage for your phone without server connection not possible i think.

... make a site for upload and play (embeded player) ... no server needed but online ... pure file transfer like torrents and embeded player.

A web server is needed to serve a Web site online so that those videos can be played online on the iPhone.
