Where can I find a framework for a song lyric website?

Hi guys, I am wondering if anyone knows where I can find a framework for a song lyric web application (e.g. submit song lyrics, rate songs, add artists etc)

as I prefer to not reinvent the wheel.

Also,

There are tons of lyrics website and I assume they should all have similar framework and structure for organization of their content.

Might I add that I know some PHP, SQL, relational database designing, html, css, javascript etc.
