rel="no follow" means "No Follow" link. First, you decided to generate link building to any other website you check the website is "do follow" or "no follow". Go through page source and check the anchor text.

No-follow links are just as good as "do-follow" links. All a no-follow link does is stop authority and page rank FROM the linking page from transferring to your page. To increase your site's authority & page rank, you will need to get some do-follow links.
To stop spammers gaining value from links that where just spam and should not have been adding value to the websites they where pointing to, the NoFollow tag was born. Now most links that are posted in forums, blogs, basically anywhere you can comment are tagged with NoFollow.

Well no follow link is also effective like do follow. It is good to increase traffic but has no any effect on page ranking. We can use no follow links but not in quantity.
If you are getting nofollow link for your website then it will not get any page rank credit from that webpage in technical term link juice will not be pass but still this is good for popularity and traffic of website.
