Box that scrolls with the screen....

I'd like to say I am a fairly good developer and designer, but I have never found sufficient information regarding a scrolling div...

Left hand side is a background picker.. I want it to move and scroll with the page, remaining in the center..

But that is exactly what that box does. It simply has a CSS position:fixed. What else do you want? Or it is not your site? - it is not very clear, so far.
