    user cannot edit any contents in the site but a user can edit the contents of a dynamic website. the static website is comparatively less expensive.

    In very simplistic terms, dynamic does not necessarily mean 'can be edited'. Nor does 'static' necessarily mean a user can't edited. Dynamic generally means that the site adapts or changes to fit the user. Static generally means that the site does not change to fit the user and that the content is generally presented the same way over and over regardless of who is viewing.

    Very interesting and complex topic you have choosen.
    Yes, I have been designing many responsive websites by using html5 and css3.
    Mainly because of responsive feature.
    It can support smart phone, tablet and desktops.

    In html5 I will use section, article, aside... tags. These are very simple and so useful. In css3 text decoration, box shadow, border radius and some animation kind of effects we can give.

    in HTML5.
    <canvas> Used to draw graphics, on the fly, via scripting (usually JavaScript)

    <audio> Defines sound content
    <video> Defines a video or movie
    <source> Defines multiple media resources for <video> and <audio>
    <embed> Defines a container for an external application or interactive content (a plug-in)
    <track> Defines text tracks for <video> and <audio>

    New Form Elements

    <datalist> Specifies a list of pre-defined options for input controls
    <keygen> Defines a key-pair generator field (for forms)

    Website design looks good and loading time is near to perfect , one major lack in on page optimization if someone use cms or framework then it become easy to manage meta tags and other factors . static website lack in such segment.
