Not sure if posting in right place but is it possible that on user sign up to a site that it can take this information and installs a cms and create a subdomain from the username?

Yes it is possible provided the script adds an appropriate entry in the DNS record for the subdomain and creates the correct folders and copies and installs the CMS etc.
