What does this mean?

I am just trying to get a registration form working and I have a "check availability" button next to user name, when clicked I get this message:

SELECT command denied to user 'jopotaPB'@'rhea.websitelive.net' for table 'consumer'

What could be causing this?

was the user given permission on that particular db ?

as far as I can see, the user has full permissions.

The table could have been locked or the record itself locked by another user or process, if you use that record locking stuff.
