Weird question about designing sites.

So I like really pretty sites, with cool effects and backgrounds and etc. I can use notepad to build a site, but i was also taught how to do a mock up in photoshop and move it into expressions/dreamweaver *that way was really hard for me* Anyways, I was wondering how do i get a banner/title bar with a nice image that connects to a background? I will find an example of what i mean asap.

how do you make sites like that? Make a background and layer on top of it?! that's the only way i can see how to do it.. oh and make the tables a bit transparent?

Don't use Notepad. I would look into using Komodo Edit, or the JavaScript or PHP flavored versions of Eclipse.
