How to let IE automatically allow javascript running by code?
I mean, visitor doesn't need to do allowance manually.

IE blocks javascript on my local html file every time when I load it.
Can javascript damage OS as ActiveX does?

Exactly. But IE does that only when you run the site locally. When your site will be uploaded on a server, IE will run it without any block alert, so don't worry.
