Ok, lets start with the easiest question of all: do you have PHP and MySQL installed on whatever webserver you are using?

You do so via FTP client. If you have FTP (of any kind), use it. If you don't - download it (for example, from http://www.wsftp.com) - it will have instructions on how to use it. The trick part it, just like piersk suggested, to make sure you have PHP, MySQL on your server, or if you even have permissions to FTP. The best way to make sure is to contact your hosting provider and ask'em.
