I suggest cakephp or for a cms use Joomla

I highly recommend Symfony2. Another common suggestion by smart developers is CodeIgniter.

If you are trying to learn programming "fast" - the frameworks may not cut it. They assume you understand MVC architecture, and why / when it makes sense to use it. But if you already have a decent background in programming, I like codeigniter. -Jim
