Don't know if this is HTML based but I need help

I'm trying to make a basic page with a search box and when I type a name / file name it will open it / download it from the server is this even possible?

It isn't clear exactly what you intend users to be able to search for, but a search function will require software at some point and cannot be done in HTML alone. In the meantime, you might be able to simply present users with a list of files available, with links to those files on your server. That might be all you need.
