Photos with comments

I honestly have no idea what forum to ask this or anything honestly

Scenario: I have a pictures that I want translated from japanese to english.

Since I don't speak Japanese, I would want some1 to do it for me.

The problem is, if I just gave them a bunch of pictures, nobody would want to do it, it's too much work.

So I was wondering if there was a simple way to approach this
Is there anything that lets you upload pictures on your web server and then you could say drag a box over a speech bubble and then on the side there would be a place where they could enter text. I don't expect it to write over the image, even though that would be pretty cool, but just to the side.


If that's impossibel or made no sense
is there a way I could just upload the pictures and then allow a comment box that anyone could write in and it would save to the web server? It doesn't have to be on my webserver, it could be anything honestly. As long as all the pictures are on the same page to keep convenience

You could use Google's Translator and get a basic translation for the images then set up a good mouseover JavaScript tooltip with the translated part.
