You start by assessing your skill set. You need to be skilled in HTML, CSS, javascript, graphics, PHP(or another server side language), SQL databases. A working knowledge of servers and operating systems.
Then start a web site and develop pages, layouts and presentation templates to demonstrate what you can do for clients.
Then get a couple of local clients so you have samples of your work to prospective clients.
Then either spend money on advertising or extensive SEO to attract potential clients to your business.
