I'm looking for a tool that will let a small group of people annotate a shared HTML document and read each others' annotations. I plan to use it for managing reviews of documentation that I write.

I found an article that reviews several such tools. It discusses A.Notate, Blerp, Crocodoc, Diigo, and others.

As far as I can tell, all of these tools are web applications that store annotations, and often the document itself, on the provider's server. That's an automatic fail in my organization, which is highly security conscious.

I'm looking for a tool that we can obtain and run on our own servers -- preferably without a lot of up-front work and expense, since I will almost certainly have to run the tool as a small departmental project until I can prove its worth.

Any suggestions?
